Ideal Form of Government Argument

I believe that the ideal form of government, although difficult to find, is a modified Aristocracy. After all, Thomas Jefferson said once "There is a natural aristocracy among men. The grounds of this are virtue and talents." Why not use that natural inclination towards Aristocracy to its full potential? I propose that the government to be a "think tank" of sorts, a collection of the best and brightest of a country working together to solve all of the problems of a country. It is quite a bit of a long shot, but I think that it would be possible.
